Recently, “transportation Secretary Anthony Foxx… resubmitted to Congress his and the White House’s highway funding plan… [which would] provide $478 billion…” to rig operators. The potential law’s “driver pay reform… would require [rig operators] to be compensated for all on-duty hours not spent driving.”
